POSITION SUMMARY:
The position, under the supervision of the Chief Operating Officer, and partnering with the Chief of Psychiatry, is responsible for developing strategies for behavioral health at BMC system hospitals.
BMC’s department of psychiatry provides addiction treatment, emergency psychiatric services, child and adolescent services, adult services, integrated behavioral health services and global and local research programs. Our faculty, clinicians and staff are deeply committed to providing excellent care to the diverse populations served by Boston Medical Center, BMC-Brighton, BMC-South, the Boston Veterans Administration Health System, and our community health center partners. Our psychiatric programs focus on mitigating the social determinants of health and providing culturally sensitive care, training, and research.

The incumbent will help lead multidisciplinary strategic projects for the hospital as well as ensure that daily operations achieve quality improvement, fiscal accountability, and productivity and patient experience goals as established by the leadership team.

ESSENTIAL RESPONSIBILITIES / DUTIES:
Strategy
In partnership with the Chief of Psychiatry, determines the overall direction, goals, tactics, and objectives of behavioral health services.
Partner with System population health leaders and WellSense leaders on adaptation of the System population behavioral health strategy, including relevant MassHealth Quality and Equity incentives, for implementation with BMC’s BH programs
Partners with Government Affairs to shape our system perspective on BH advocacy and reform, and identify new opportunities for program development in alignment with state policies and priorities
Collaborates closely with SUD and Grayken programming on campus.
Partners with senior leadership to evaluate new clinical programs, partnerships and/or expansions.
Reimagines actions to impact system goals and dashboard items (e.g., quality, patient experience, access, readmissions)
Resets standards and guidelines for BH services and programs.
Re-evaluates and ensures excellence in quality goals and metrics in partnership with CQO and psychiatry leadership
Grows relationships with community health centers and other community partners.
Enhances BMC’s reputation for BH excellence and expertise.
Implements continuous improvement strategies to advance efficiencies and continue lowering medical expense and other costs.
Leadership
Works with the Psychiatry leadership team to establish and achieve long range goals and ensures the implementation of strategic business plans that are aligned with the vision, strategic plans, and goals of the institution.
Serves as a critical leader at BMC, pushing forward strategic initiatives, driving performance improvement initiatives, presenting data and trends, and working to optimize volume, utilization, and year over year performance.
Ensures healthy and collaborative relationships among the faculty and staff.
Develops effective and clear methods of communicating with hospital and physician leaders, clinical faculty, and staff on a regular basis.
Keeps current regarding trends and developments in the health care field, particularly when they pertain to strategic planning, analytic and decision support tools, financial trends, evolving technologies and programs.
Operations
In partnership with physician, nursing, and operational leadership, supports the provision of harmonious, collaborative, safe and high-quality care and the timely and efficient use of assets.
Enhances the current service to develop a productive, transparent, and safe place to work for employees and high quality and efficient place for our patients
Directly manages the administrative and operational staff within the department of psychiatry.
Works in concert with the Chief of Psychiatry, Chief Medical Officers, and Chief Nursing Officers to maintain quality and safety standards.
Partners with clinical and administrative leaders to identify, prioritize, implement, and monitor progress of information system enhancements and upgrades, as well as new system introductions.
Partners with BMC Compliance and Legal on licensure issues.
Capital Management
In collaboration with hospital leadership, makes recommendations for physical space related to behavioral health.
Takes a leadership role in planning and space allocation for all current and future behavioral health assets.
Partners with clinical leaders and finance on all capital planning.
Financial Management
Establishes and achieves financial goals and measures, monitors, and ensures financial performance.
Facilitates effective cost containment practices through monitoring of volume trends, proactive management of capacity (physical and human resources), supplies, service contracts, and professional services agreements.
Oversees expense management issues; performs comparative analyses; develops and implements strategies for cost containment.
Examines, analyzes, and interprets financial reports for the purpose of giving advice, preparing statements and projections, and ultimately managing resources.
Partners with the COO and the department to prepare and manage annual hospital budgets.
Human Resources Management
Coordinates with Human Resources for the interviewing, hiring, personnel transactions (hiring, salaries, promotions, job descriptions, etc.) and implementing of institutional corrective action policy for staff.
Provides direct supervision to, and is responsible for, the conduct, operations, and results of the professional and non-professional staff.
Drives employee engagement. Considers opportunities to grow the abilities, skills, and support of employees within psychiatry through professional development, enhanced communication vehicles, employee-focused initiatives, and otherwise.
JOB REQUIREMENTS
EDUCATION:
Bachelor’s degree required. Master’s degree (MBA, MHA, Healthcare management) preferred.

EXPERIENCE:
Work requires at least 10 years of progressively advanced financial and administrative management experience with at least
5 -7 years directly related to behavioral health at a director level or above. Clinical expertise preferred.
KNOWLEDGE AND SKILLS:
Expertise in the field of behavioral health
Demonstrated track record of management of personnel and fiscal resources
Leadership ability to guide, direct, and mentor a multi-layered staff
Capable of program development, implementation and evaluation
Capable of long range program planning that involves complex decision making tasks
Expert verbal and written communication skills and interpersonal skills
Must be exceptionally organized to manage multiple priorities and diverse activities, to prioritize and meet deadlines
Dedicated team player with the willingness and desire to learn and grow within the organization
Ability to anticipate objections and plan appropriate responses; ability to perform and lead effectively in stressful situations and to solve problems as they occur
Professional in conduct and appearance
Proficient with standard software used in healthcare office setting (i.e. MS Word, Excel, web browser, etc)
