POSITION SUMMARY:

BMCHS is looking for a dynamic Senior Director of IT PMO. The Program Management Office team drives the highest priority initiatives for the enterprise as well as critical technology wide programs. In this exciting role, you will have a key leadership role in strategic planning, execution, and oversight of all IT projects within BMCHS. As the Senior Director, you will ensure that IT initiatives align with BMCHS’s mission to deliver high-quality patient care without exception, enhance operational efficiencies, and support overall strategic objectives.

This role will closely collaborate with executive leadership, clinical stakeholders, and cross-functional teams to drive technology-enabled transformation. 

In addition to leading technical programs, you will also work to pave the way for an expanding TPM discipline within the team, by leveraging your industry knowledge and experience to teach the organization what a great TPM can achieve.

ESSENTIAL RESPONSIBILITIES / DUTIES:

Strategic Activities

  • Road-mapping – Create  and sign-off on 6-monthly/quarterly roadmaps of programs/projects planned for the year

  • Best Practices – Establish learnings, best practices, standardized frameworks and tools across programs and projects

  • Processes – Design repeatable & predictable processes for initiation, tracking, governance, review and delivery of programs and projects

  • Change Agent - Transform traditional process and tools to agile processes and tools to ensure timely and high-quality delivery of programs/projects based on iterative, feedback-loop based development paradigms

  • Automation – Automate product development and deployment using modern DevSecOps processes and toolchains

  • Culture - Institute a culture of continuous improvement and data-driven decision-making

Operational Activities

  • Release management – Plan, schedule, and manage a software build through different stages and environments all the way from ideation to release

  • Planning – Prepare detailed program/project plans along with Product Managers

  • Communication – Establish communication modes and cadences with various stakeholders, conducting planned and ad-hoc meetings with various stakeholders to ensure project milestones are on track and to communicate latest status to them, and sharing of meeting minutes and regular updates with various stakeholders

  • Stakeholder management – Identify stakeholders and their roles, keeping them updated on the progress of the project, addressing their concerns, seeking and implementing their feedback

  • Risk management – Identify risks and create a mitigation plan to ensure that the project stays on track, or is brought back on track in the event of delays or blockers

  • Conflict management – Identify destructive conflicts and resolve them using various conflict resolution approaches such as compromising, smoothing, confronting and forcing

  • Escalation – Tactfully raise issues and blockers to the right stakeholders at the right time to remove roadblocks with a view to ensure that the project/program is put back on track

  • Data and Metrics – Define various key metrics related to process, product and customer that need to be tracked to communicate to stakeholders, analyzing data using Excel, SQL, JQL, and creating reports, charts and dashboards

Deliverables

  • Create a document that details the WHY (business justification), WHAT (scope, technical resources, risks, risk mitigation plan), WHO (stakeholders & human resources), and WHEN (timeline) for a program or project.

  • Develop a detailed tracker of projects into a backlog of requirements for the entire project, and prioritize backlogs for every iteration, typically maintained in tools like Jira and Sharepoint, One-drive etc. This should include dashboards, visualizations and reports to track key metrics (project metrics, customer metrics and product metrics)

  • Communication artefacts – Prepare documents/presentations/spreadsheets to keep the team apprised of project progress, blockers, risks and mitigations.

JOB REQUIREMENTS

EDUCATION:

  • Bachelor's degree in a related technical field (Computer Science, Software Engineering) required

  • MBA or master's degree in a related technical field (Computer Science, Software Engineering) or equivalent experience preferred

CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:

  • None required

  • Relevant certifications (e.g., PMP, ITIL, Agile, Lean Six Sigma) are a plus

EXPERIENCE:

  • At least 10 years of experience managing technical programs, designing and building technical solutions required.

  • 5+ years of experience in building distributed systems & highly available services using cloud computing services / architecture - preferably using AWS

  • 5+ years of building & leading experienced TPM teams

  • 5+ years' experience building highly scalable products & platforms

  • 5+ years of experience with Agile delivery

  • 5+ years' experience delivering large and complex programs - where you own the business or technical vision, collaborate with large cross-functional teams, secure commitments on deliverables and unblock teams to land business impact

  • Experience in building systems & solutions within a highly regulated environment

  • Minimum of 5 years of experience in IT consulting, project management, or a related role. With a focus on resource and capacity management

  • Experience in change management and process improvement initiatives

  • Proven experience in supporting legacy systems and teams during transitions to modern practices

KNOWLEDGE, SKILLS & ABILITIES (KSAs):

  • Strong understanding of IT project management methodologies (e.g., Agile, Waterfall)

  • Strong technical project management backgrounds (ideally building highly scalable platforms, products, or services) with the ability to proactively identify and mitigate technical risks throughout delivery life-cycle

  • Experience building and leading a world-class team of technical program managers with a mission to power real-time, intelligent experiences for our customers and associates

  • Exceptional communication and collaboration skills

  • A quantitative approach to problem solving and a collaborative implementer to holistic solutions; a systems thinker

  • Expertise in portfolio management, project governance, risk management, and resource allocation

  • Strong leadership skills in managing cross-functional teams and fostering a collaborative culture

  • Ability to influence, inspire, and guide senior executives, stakeholders, and staff

  • Understanding of financial management, budgeting, and cost control in the context of IT projects

  • Strong background in IT infrastructure, software development, cybersecurity, and cloud technologies

  • Analytical mindset with the ability to identify problems and develop effective solutions

  • Ability to adapt to a fast-paced environment and manage multiple projects simultaneously

  • Ability to simplify technically complex problems and drive well-educated decisions across product, engineering, design, and architecture representatives

  • Deep focus on execution, follow-through, accountability, and results

  • Highly tuned emotional intelligence, good listener, and deep-seated empathy for teams and partners
