POSITION SUMMARY:
Under the general direction of the Administrative Manager of Neurology, the Finance and Contract Manager will provide analytical, strategic and managerial support for all aspects of the Neurology department’s financial activities. Assists in the development of the annual operating budget, prepares weekly and monthly statistical reports, and supports hospital department managers to ensure our short-term and long-term planning aligns with business strategies and forecasts. Develops integrated revenue/expense analyses, projections, reports, and presentations. Creates and analyzes monthly, quarterly, and annual reports and ensures financial information has been recorded accurately. Communicates findings and makes recommendations to director or other team members as appropriate. Performs financial forecasting and reconciliation of internal accounts, including research, clinic, and inpatient. In addition, the incumbent will manage the subcontracts and contracting process for clinical trials and other services. Duties include maintenance of fiscal and financial records of assigned budgets, contracts and grants. The position also serves as the primary administrative contact on assigned budgets and contracts. The incumbent is responsible for the timely and accurate financial reporting of the department’s financial activity.

ESSENTIAL RESPONSIBILITIES / DUTIES:
Financial Management:
- Works with the Administrative Director to create annual operating budgets, monitor actual results in accordance with budget and funding source regulations. Use the budgets as a tool to effectively measure organizational performance.
- Performs timely monthly closings, monthly financial statements and ensure that all payable accruals are made.
- Performs monthly trial balance, account receivables and payables, contract billings and all journal transactions.
- Prepares and provides all necessary analyses for year-end audit, as well as, the timely completion of the audit.
- Reviews and approves all expense transactions to ensure that they are allowable, allocable and applicable.
- Manages payroll for faculty and Boston University staff, monitoring monthly payroll distribution, assuring that all personnel are paid correct amounts with proper account distribution.
- Work with BU and BMC personnel, payroll, and research administration to make necessary changes and reconciliation’s related to payroll.
- Reviews and approves requests for re-budgeting and perform the necessary account maintenance.
- Works with the Director to monitor department account activity and coordination of all BU/BMC grant and contract and BU unrestricted account activity.
- Prepare annual budget projections for review by the Director.
- Oversees the purchase of BU/BMC grant and contract-related supplies, equipment, and all BU unrestricted accounts; monitor expenditures assuring that appropriate accounts are charged.
- Performs all other necessary accounting functions including budget and expense analysis, trial balances, general ledger maintenance, monthly billings, financial reporting, labor distribution changes, preparation of adjusting journal entries, cash management, financial planning, purchasing approvals, and accounting reconciliation.
- Shares responsibility for the operational effectiveness within the Neurology department, within the context of the FPF to ensure that high quality financial services are delivered in accordance with applicable policies, procedures and professional standards.
Grants Management
- For service contracts, establish the financial accounts for newly awarded grants and contracts, updates or establish accounts for continuation or renewal awards.
- Updates and reviews grant and contract accounts for all associated fiscal activity.
- Responsible for interpreting terms of grants, subcontracts, and contracts; ensuring timely and full completion of all submissions, setting up reconciliation systems and monitoring that all funding and expenses are properly allocated.
- Helps develop contract and grant application in collaboration with the Administrative Director.
- Manage all contract and grant accounts including deposits, balances, and authorization of expenses.
- Primary contact for all post-award issues for PI including, but not limited to: reimbursements, purchases, invoice payments, consultant payments, subcontracts, budget analysis, financial planning.
- Track all accounts using the internal forecast model of budget, actual, and projection tracking ensuring that all workbooks are always up to date.
- Review and reconcile monthly accounts to actual expenditures.
- Manage a master reconciliation workbook for all accounts within portfolio in accordance to the template created by BMC’s Research Operations Department.
- Manage and maintain centralized post award files as outlined by institutional policies and procedures.
- Manage close out process and checklist for all accounts, ensuring funds are spent and allocated appropriately, unspent purchase orders are closed out, etc.
- Collaborate with Principal Investigator, Administrative Director and staff with the preparation and monitoring of annual budgets.
- Make recommendations for corrections or budget transfers when needed.
- Interface with Department Administration, Division staff, Grants Administration, Purchasing, Accounts Payable, Payroll and other Hospital/University departments and external organizations to ensure a smooth and efficient post award process.
- Orient and advise faculty, staff, students, interns, and fellows on financial policies and procedures in Research Operations, department, Hospital, and University. Referring all issues to appropriate parties as needed.
- Coordinate pre-award submissions related to the study; inclusive of budget creation and reporting requirements.
Financial Reporting
- Generate and distribute reports on a regular basis as assigned and needed.
- Reviews weekly PBO operations reports and determine reasons for variance to monthly averages.
- Reports regularly (at least monthly) to Administrative Director regarding account balances
- Prepares and coordinates financial progress and continuation reports as required by funding agency.
- Analysis - Beyond reporting results, the Financial Analyst will provide insight and analysis as to what the results mean in the context of the organization’s objectives. Analysis requirements will include the following:
- Operating results – historical, current and pro-forma along with variance analysis
- Targeted expense analysis to develop an understanding of drivers and enhance planning process
- Ad hoc analysis as directed by Administrative Manager or Administrative Director
- Provides Administrative Director with reports showing budgeted and actual account status including encumbrances. Ensure that reports are received, reviewed, understood and completed in a timely manner.
- Maintains faculty pro forma documentation on a quarterly basis
- Other Responsibilities
- Maintain required level of professional knowledge on finance and research administration as requested by attending training programs as requested by management.
- Serves as liaison to the BU payroll, human resources, purchasing, research admin and financial affairs.
- Creates a positive, constructive, and supportive relationship between the department, the FPP, the Professional Billing Office (PBO) and any personnel needed to best maintain the healthy finances of the department.
- Provides financial operations strategic leadership to ensure the healthy fiscal position of the department, by giving advice and recommendations based on data-driven decisions.
- Develops work plans and timelines to complete assigned projects in the most timely and efficient manner possible.
- Establishes and implements policies and procedures to ensure that operational aspects are addressed and properly communicates outcome measures to team members. Assist in the training of new staff on proper policies and procedures.
- Responsible for ensuring that completed projects are implemented with proper oversight and performs subsequent reviews after implementation to ensure project goals are achieved.
- Perform analysis and support for ad hoc projects as needed, such as preparation of return on investment proposals and PowerPoint presentations for senior leadership meetings.
- Manage multiple priorities.
JOB REQUIREMENTS
EDUCATION:
- Bachelor’s Degree required ; Master’s Degree with preference for concentration in Economics, Business, Accounting or Finance. Master in Business or Public Administration Preferred
- CPA preferred.
EXPERIENCE:
- Minimum of five (preferably seven) years of related work experience. Supervisory experience preferred.
KNOWLEDGE AND SKILLS:
- Requires a comprehensive knowledge of accounting, finance and business administration and a working knowledge of financial systems, budget and planning. Individual should have strong interpersonal skills with a high degree of analytical ability and knowledge of general accounting practices and proven project management skills.
