Position: Finance & Operations Analyst

Department: TEAM UP Scaling and Sustainability Center

Schedule: 40 hours per week, Hybrid


POSITION SUMMARY:


Reporting to the Director of Operations, the Finance and Operations Analyst supports TEAM UP’s work to understand the policy, financing, workforce, and health system conditions that affect the implementation, scale, and sustainability of integrated pediatric behavioral health care. As TEAM UP expands nationally, the role provides dedicated capacity to monitor relevant policy, regulator, and financing developments, conduct policy and landscape analyses, and translate findings into information and recommendations that support implementation planning, sustainability, and growth into new geographic areas. Works across TEAM UP workstreams and initiatives to support policy and reimbursement research, proposal development, reporting, external communications, and partner engagement, and helps ensure that TEAM UP’s work is informed by the broader systems environment.


JOB RESPONSIBILITIES:


  • Conducts research and analysis of existing and emerging health policy in Massachusetts and nationally that is relevant to TEAM UP’s work, including financing and reimbursement, Medicaid, behavioral health integration, primary care transformation, and policies that support the integrated behavioral health workforce. Conducts focused state and local policy research in geographic areas where TEAM UP is working or considering expansion.
  • Conducts structured landscape analyses to inform work in geographic areas where TEAM UP is expanding or considering expansion. Reviews existing programs, initiatives, policies, funding structures, and other relevant information; identifies key informants and conducts interviews; organizes and synthesizes findings; and develops reports that present the analysis, key findings, and recommendations.
  • Translates and shares policy and landscape findings and recommendations with TEAM UP leadership and project teams to inform implementation planning, sustainability work, partnerships, proposal development, and decisions about expansion.
  • Develops and contributes to policy briefs, white papers, presentations, proposals, funder reports, external communications, and other written products informed by TEAM UP’s policy research and landscape analyses.
  • Supports TEAM UP’s partnerships and external engagements by coordinating and scheduling meetings, preparing background materials and talking points, tracking outreach and follow-up, maintaining connections with key partners and stakeholders, and participating in external meetings, workgroups, and convenings. Represents TEAM UP externally as appropriate.
  • Maintains organized resources to support TEAM UP’s policy, landscape, and partner engagement work, including state profiles, policy trackers, stakeholder maps, interview notes, contact lists, meeting notes, source materials, and related documentation.

JOB REQUIREMENTS

 

REQUIRED EDUCATION AND EXPERIENCE:


  • Bachelor’s degree in public health, health policy, public policy, health services research, health administration, or related field AND at least three years of relevant experience in health policy, public health, health services research, or related field, with progressively increasing responsibility and independence (or equivalent combination of education and experience.)

 

PREFERRED EDUCATION AND EXPERIENCE:


  • Master’s degree in public health, public policy, health policy, health administration, health services research, or related field.
  • Experience conducting policy research, landscape analysis, or related research and analysis.
  • Experience developing written products for internal and external audiences.
  • Experience working with partners and stakeholders across health care, public health, government, philanthropy, or related sectors.
  • Experience in areas relevant to TEAM UP’s work, including Medicaid, pediatric primary care, behavioral health integration, health care financing, and behavioral health workforce.

 

KNOWLEDGE, SKILLS & ABILITIES:


  • Strong knowledge of health policy relevant to integrated pediatric behavioral health, including Medicaid, financing and reimbursement, primary care, and workforce.
  • Strong research, analysis, and synthesis skills.
  • Ability to translate policy and health system information into clear findings and recommendations.
  • Strong writing, editing, interviewing, and presentation skills.
  • Strong project management and organizational skills, with the ability to manage multiple priorities and deliverables.
  • Ability to build and maintain effective working relationships with practices, health systems, state agencies, funders, and other partners.
  • Ability to work independently and collaboratively as part of project teams.
  • Proficiency with Microsoft Office, Teams, Zoom, and other tools used for research, collaboration, and virtual meetings

Compensation Range:

$78,000.00- $113,000.00

This range offers an estimate based on the minimum job qualifications. However, our approach to determining base pay is comprehensive, and a broad range of factors is considered when making an offer. This includes education, experience, skills, and certifications/licensures as they directly relate to position requirements; as well as business/organizational needs, internal equity, and market-competitiveness.
