POSITION SUMMARY:

Boston Medical Center Health System (BMC Health System) is an integrated health system comprised of the largest safety net hospital in New England and a health plan that cares for over 400,000 members across Massachusetts and New Hampshire.  Our roots as a provider system date back more than 150 years to our establishment as the City of Boston’s public hospital—it is a foundation we have built upon as the provider of care to the most vulnerable individuals in the region. BMCHS plays a leading role as a safety-net system through our efforts to advance health equity , invest in new models for addressing social determinants of health, providing behavioral health treatment (e.g., our primary-care-based model for opioid addiction treatment), and more.

As part of our integrated health system BMCHS operates eight Medicaid Accountable Care Organizations (ACOs) in Massachusetts; we share risk and take responsibility for quality of care for our ACO members under the program.  Boston Accountable Care Organization, Inc. (BACO), is one of those ACOs - its participants consist of Boston Medical Center Hospital, about 3,000 on-campus providers, and 15 community health center partners.  

BMCHS has recently acquired two medical centers: St. Elizabeth's Medical Center and Good Samaritan Medical Center. With this exciting new growth, we are looking for a Senior Director of Strategic Partnership to join our vibrant and growing BACO team. Under the Vice President of Network Strategy & BACO Executive Director, this team works closely with senior leadership and stakeholders across BMC Health System to own and advance high-priority initiatives that transform our system for the better.

The Senior Director of Strategic Partnerships is a key partner to the VP of Network Strategy & BACO Executive Director, responsible for managing the team's strategic planning and execution process to ensure the entire work of the team is aligned with BMCHS strategic goals. This position will be on point for overseeing key strategic projects, engaging and collaborating with clinical and operational leaders. Additionally, this leader will spearhead the search and implementation of a new payer contract analysis tool to enhance financial reporting and analysis capabilities. Reporting to the VP of Network Strategy & BACO Executive, this seasoned advisor will serve as an integral member of the team; the ideal candidate will possess extensive technology knowledge, and a track record of building and maintaining positive internal and external working relationships.

ESSENTIAL RESPONSIBILITIES / DUTIES:

Leadership and Strategy 

  • Serve as a key advisor to executive leadership team, ensuring alignment with the strategic vision for the new physician group.

  • Lead the strategic planning process for standing up the administrative functions of the new physician group.

  • Drive organizational effectiveness by identifying operational efficiencies, recommending policy and process improvements, and ensuring consistent execution of strategies.

  • Evaluation of new initiatives and business lines, with the goal of initiation and expansion high-impact, high-value clinical programs for BMC and BACO participants.

Project Management

  • Lead and manage complex, cross-functional projects aimed at the successful launch of the new physician group and payer contract analysis tool.

  • Act as central point of coordination for all activities related to standing up administrative functions.

  • Develop communication plans to ensure stakeholders are informed and engaged throughout change management processes.

Payer Contract Analysis

  • Lead the initiative to identify, evaluate, and collaborate with executive leadership to implement a new payer contract analysis tool that meets the financial analysis and reporting needs of BMCHS and the new physician group, BMCAP.

  • Manage vendor relationships, contract negotiations, and oversee the deployment and integration of the selected tool.

  • Use data-driven insights to provide strategic recommendations to hospital and physician group leadership.

  • Collaborate with financial leadership to ensure alignment of payer contracts, reimbursement structures, and financial performance reporting.

Stakeholder Management

  • Build and maintain strong relationships with internal and external stakeholders, including physicians, hospital administrators, and payers.

  • Negotiate and manage key strategic partnerships that contribute to the long-term success of the physician group. 

Assessment and Administration of External Strategic Partnerships and ACO Opportunities

  • In coordination with the BMCHS population health team, and the leadership teams of the BACO groups (as designated by the CEO’s of the 10 CHC’s and 4 hospitals) develop and support a referral management program for patients in our VBC/risk contracts.  Including but not limited to the expansion of value-based care quality opportunities, and development of clinical partnerships (pharmacy, radiology, behavioral health, etc.) that will increase revenue opportunity and strengthen access for ACO patients.

  • Work directly with the BACO at the direction of the VP of Network Strategy & Executive Director of BACO improve governance of BACO and support the leadership of those entities in their strategic goals as it relates to ACO performance.

JOB REQUIREMENTS

EDUCATION:

  • Bachelor’s degree required, preference for concentration in finance or healthcare administration.

  • Master’s degree (MBA, MPH, JD) preferred

CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:

  • None required

EXPERIENCE:

  • At least 7-10 years of experience in healthcare  or related industry is required; ACO administration experience preferred

  • Confidence and adaptability to tackle complex and unstructured problems

  • Positive attitude and willingness to own all aspects of a project

  • Superb communication skills to distill complicated issues into clear recommendations

  • Advanced quantitative and critical reasoning skills to structure and carry out analyses

  • Ability to manage and prioritize across multiple projects to meet deadlines
