Oversees daily administrative and technical operation of the Blood Bank.

As an integral part of the laboratory management team, this manager works collaboratively with all members of the department to ensure fulfillment of the department mission.

The Blood Bank Supervisor accepts mutual accountability for the success of the department and strives for continuous improvement in services.

The Blood Bank Supervisor assist Lab Admin Director with any special projects and assists with lab issues when Lab Admin is absent.

II.         Job Relationships: 

Supervised by and reportable to the following, by job category: Lab Administrative Director

Receives guidance from the Laboratory Director

Supervises, by job category; Medical Technologist / Blood Bank staff, in the performance of their technical duties. 

Works collaboratively with the Supervisors of Microbiology, Core lab, Lab Support, Pathology Department and other hospital departments.

Monitors performance of Transfusion Service procedures for quality, reporting information, statistics, errors, incidents, accidents and audits to the appropriate Quality Assurance forums. 

Collaborates and effectively communicates with physicians and other health care professionals.

III.        Authority: 

To compose, evaluate and revise as necessary all technical procedures for the Transfusion Service. 

To resolve clinician complaints and problems. 

To resolve employee problems and/or issues. 

To implement disciplinary action as necessary. 

To hire and terminate staff as necessary. 

To maintain adequate inventory ordering supplies as needed by the section.  To purchase equipment as necessary. 

To budget expenses for the Blood Bank maintaining successful relationships with vendors, the Materials Management Department and Accounting.

IV.        A. Responsibilities/Essential Functions:        

1.) "Provides superior customer service to internal and external clients, customers,

and patients as referenced in the Service Excellence Standards."

           

Accepts full responsibility for the technical oversight of Transfusion Service functions.

Assures compliance with regulatory agencies including but not limited to JCAHO, CAP, OSHA, DPH, HCFA, American Association of Blood Banks, NCCLS, CLIA.  Meets department standard of inspection readiness at all times.  Is able to successfully explain to inspectors how the Transfusion Service complies with standards and regulations.

Schedules staff and distributes workload as necessary to meet clinician demand.

Is a member of the SEMC Transfusion Committee.

Works with and monitors performance of blood supplier and usage of blood supply.

Manages the Blood Bank budget and insures that financial targets are met.

Reviews technical and clerical work in section.

Generates or supervises the Internal Quality Assurance program.

Reviews Quality Control and CAP surveys.

Prepares recall notification information/letters for laboratory director.

Provides appropriate orientation to new employees and current employees on new procedures on a timely basis. 

Assesses competence of Transfusion Service staff and certifies their adherence to continuing education requirements.

Assesses performance of all Blood Bank staff annually.

Takes disciplinary action as necessary.

Is familiar with all hospital policies that effect the smooth functioning of the section (payroll, purchasing, maintenance, etc.

Follows organization and departmental policies regarding safety, record keeping, and regulatory requirements, to provide for the quality care of patients.

Conducts self in a professional manner at all times.

            B. Responsibilities/Non-Essential Functions:

Participates in investigational studies within section under guidance of the laboratory director. 

Acts as a technical resource for medical, nursing, and other staff. 

Ensures adequate inventory of supplies and maintenance of equipment.

Maintains the donor data base and serves as an authority on the Blood Bank computer system. 

Attends or participates in appropriate hospital and departmental meetings. 

Attends or participates in conventions, seminars, etc. when feasible. 

Performs all routine and special procedures in section. 

Responds to and supervises testing of adverse reactions to blood products, and consults with Transfusion Service physicians. 

Performs other related duties as required.     

V.         Reporting Requirements: 

Reports to the Laboratory Administrative Director on significant personnel, technical and financial matters. 

Provides summaries of Transfusion Service financial performance to Lab Admin Director as needed.

Coordinates the Red Cross Blood drive at St. Elizabeth (4 times a year). 

Generates, reviews, and completes Internal Quality Assurance forms when needed. 

Provides input to laboratory manager regarding employee performance and competence evaluations.       

VI.        Accountability: 

Maintains the technical "quality" of the transfusion Service. 

Is accountable for maintaining blood product costs within budget. 

Is responsible for maintaining confidentiality of hospital-related, patient-related and medical staff-related data and information. 

Is accountable for abiding by all applicable hospital policies and procedures. 

Is accountable for abiding by all applicable departmental policies and procedures. 

Is responsible for monitoring quality control and preventative maintenance. 

Is responsible for maintaining appropriate levels of staffing. 

Is responsible for maintaining appropriate levels of supplies. 

Is responsible for maintaining a high level of work performance.

VII.       Qualifications:

            Minimum Education: 

Bachelor's Degree in Medical Technology or related science.

            Minimum Experience: 

Five years experience in a accredited blood center or transfusion service. 

Two years of supervisory experience desired. 

Strong organizational/troubleshooting skills required.

            Minimum skills/abilities:

Interpersonal and communication skills sufficient to monitor, support and evaluate performance of Transfusion Service staff. 

Manual dexterity sufficient to produce legible penman ship, to use a key board, and to manipulate laboratory equipment. 

Basis knowledge of word processing, spreadsheet, and flow charting software. 

Ability to follow oral and written instructions and to carry out complex procedures.

            Certification/Licensure: 

MT ASCP, SBB ASCP or equivalent

            Training: 

Training or experience in Total Quality Management desirable.

            Special Qualifications:    

Knowledge of current scientific, regulatory and management skills applicable to a management position in a scientific discipline.

Strong leadership skills relative to motivating and empowering staff.

Capacity to analyze, to think creatively, to seek innovative alternatives and to harmonize dissent.

Capacity for quick and decisive action, for boldness and intuitive courage.

Perception of people and knowledge of how to deal with conflict and attain conflict resolution.
