POSITION SUMMARY:

The Program Manager will be responsible for overseeing the financial management, infrastructure development, and data collection initiatives for a number of Boston Medical Center’s addiction treatment programs. Specifically, the Program Manager will play a key role in the program operations and management of the START Clinic at BMC, including developing and maintaining systems for implementation of and ongoing management of contingency management initiatives, as well as the dissemination of the START model to other partner sites across the state and country. The Program Manager will also provide financial and grant management to BMC’s START Clinic, Office-Based Addiction Treatment (OBAT) program, and Grayken Center for Addiction Training and Technical Assistance (Grayken TTA). This role will focus on optimizing program performance through strategic oversight of financial operations, infrastructure systems, and data tracking to ensure effective service delivery, compliance, and continuous program improvement. Program Manager duties include managing data, maintaining budgets, preparing grants proposals; functioning as a key liaison with internal and external collaborators and partners, regulatory agencies and relevant hospital programs.

ESSENTIAL RESPONSIBILITIES / DUTIES:

Works collaboratively with the Principal Investigator or Program Director of START, OBAT, and Grayken TTA, and the leadership of the Section of General Internal Medicine at Boston Medical Center.  

Program Implementation and Infrastructure

  • Develops and implements all guidelines and policies with the purpose of ensuring compliance with all government regulations, as well as maintaining alignment with the organization's mission.
  • Monitors the effectiveness of the program, making adjustments as needed. Develops and implements quality initiatives, including staff recruiting and training, monitoring/reporting of significant clinical events, monitoring/recording patient/family satisfaction, and monitoring/recording satisfaction of referral sources.
  • Works with the Principal Investigator to create, develop and recommend changes in program model; implements new clinical services, as needed.  Ensures culturally appropriate continuum of services for clients.
  • Works with existing partners to ensure seamless delivery of services for high need clients.
  • Ensures the department maintains an up-to-date listing of and liaison with mental health service providers, including hospitals, family stabilization teams, outpatient facilities, residential facilities and shelters.

Financial and Grant Management:

  • Manage and monitor the financial performance of the START Clinic, OBAT program, and Grayken TTA, ensuring alignment with budgeted goals and objectives.
  • Oversee financial planning, budgeting, and forecasting to ensure resources are allocated effectively and in compliance with organizational and funding requirements.
  • Track and report on expenses, grants, and other funding sources, ensuring accurate, timely financial reporting for senior leadership and external funders.
  • Manage and oversee all grants related to the programs, ensuring adherence to grant terms and conditions, and assisting with grant writing, reporting, and compliance.

Infrastructure Development and Program Support:

  • Collaborate with clinical and operational teams to assess current infrastructure needs and design systems to support the delivery of high-quality care and services for stimulant use disorder patients.
  • Work with internal stakeholders to identify opportunities for process improvement, implement new technologies, and develop operational strategies that improve the efficiency and sustainability of the program.
  • Lead the development and maintenance of systems to monitor program performance, streamline operational processes, and track patient outcomes.
  • Assist in the development and implementation of systems for the effective delivery of contingency management services within the START clinic, ensuring that infrastructure supports clinical workflows and patient engagement.

Data Collection, Analysis, and Reporting:

  • Oversee the collection and management of program data, ensuring accuracy and timeliness in tracking patient engagement, treatment outcomes, financial performance, and program effectiveness.
  • Design and implement data collection methods to evaluate the success of the contingency management program and other components of the START Clinic's work.
  • Work closely with data analysts and other stakeholders to monitor key performance indicators (KPIs), assess program impact, and generate reports to inform decision-making and improve program delivery.
  • Prepare and present data-driven reports for internal teams, leadership, and external stakeholders, highlighting key insights, challenges, and opportunities for improvement.
  • Support efforts to ensure that the clinic's data collection processes comply with HIPAA and other regulatory standards.

 Contingency Management Program Oversight:

  • Play a lead role in overseeing the implementation and day-to-day management of the contingency management program in the START Clinic.
  • Ensure that the contingency management program is designed and executed to meet the needs of patients with stimulant use disorder, leveraging evidence-based practices and data to drive patient engagement and success.
  • Collaborate with clinical leadership to assess program performance and identify areas for enhancement or adaptation based on patient feedback, clinical outcomes, and financial sustainability.
  • Monitor the program’s effectiveness by collecting data on patient outcomes and using that data to inform continuous program improvements and adjustments.
  • Work with Program director in auditing compliance of CM and ensuring funding for CM is accurately accounted for at all funded sites
  • Provide data reports to BSAS and recommendation for changes, upgrades in systems, processes as needed

Administration

  • Works with other staff to ensure timely and accurate data collection and to maintain a data management system. Compiles statistics and uses data to determine status of program activities.
  • Works with Program Director to oversee and  review all requests for training and consultation
  • Writes the quarterly progress reports and annual progress reports for submission to all external funding agencies/sponsors.
  • Develops summary budgets, status and projections of each grant; reports problematic funding issues to with Principal Investigator or Program Director

JOB REQUIREMENTS

  • Ability to provide leadership and coordinate the work of a team of assigned team members.
  • Requires a Bachelors degree (Masters preferred) with an emphasis in human services, education, public administration, social work, or community development.

  • Must have a minimum of two to five years of experience in the non-profit sector or in a similar clinical experience, with at least 1 year in a leadership or supervisory role.

  • Excellent oral and written communication skills; ability to be detailed oriented in all notes and documentation.
  • Demonstrated ability and experience in areas such as grant management, training, team building, program development/management, problem solving, and community building.
  • Ability to analyze needs and apply resources effectively to meet those needs.
  • Ability to achieve targeted results through motivating, mobilizing, and delegating to others.
  • Experience with Windows, Word, Excel, Outlook, Internet and web page usage/updating, social networking and other technologies that can be used to further carry the program’s mission. Demonstrated skills in the provision of services in a multicultural environment. Bilingual skills preferred.
